I downloaded the repo from: https://github.com/mdbootstrap/Vue-Bootstrap-with-Material-Design

But there is no dev script in the package.json

The link you provided leads to the repository of the VUE UI KIT library, where the compiled files are located. If you want to create a development project, I highly recommend using our guide: https://mdbootstrap.com/docs/vue/getting-started/quick-start/

The basic installation mode will create and configure a new project for you.
