md-outline label not moving when set to active

Expected behavior label moves up to md-outline when it has the active attribute and existing text in input is seen Actual behavior label doesn't move off the input when existing data is in the input

anyone else have this problem when prefilling an input that has md-outline on it? Resources (screenshots, code snippets etc.) enter image description here
